In practice, how would you suggest that could work in a so-called 'democratic' country?

Because in order to work out who is 'legal' and who is 'illegal' there would have to be a form of National ID card/database, and a legal requirement to carry your 'proof' at all times and produce it on demand at multiple places and by many quasi officials.

(plenty of countries have such a system and it hasn't stopped the 'problem')

Simple, declare an amnesty and then when they show up arrest them and thrown them in a cramped cell where they are given no food or water until deportation. If the host country doesn't want them back, shoot them or put them in a forced labour camp.

I would try a combination of the carrot approach and stick but not be focused on meeting targets.

Making it harder for everyone else to live their lives so we can apprehend illegal immigrants is defeatist.

Entry , Exit checks, better border security and having people not ideological driven to sort this out.

I wouldn't demonise these people, just send them home after collecting their biometric data.
