In general you don't need a CU in the garage.

It depends on what the garage is used for. If power tools are being used in the garage then the arrangement of protective devices should ensure that lighting is NOT lost if a socket circuit trips an over current or earth leakage device.

What do you do with a spinning angle grinder when you are suddenly and without warning plunged into darkness ?

So do you suggest 2 RCDs in the garage on a feed from the house that is not RCD protected? Or two separate feeds to the garage each on its own RCD in the house?

If that is a problem you should have battery backed emergency lights as power cuts can happen at any time.

Air source heat pump 6kW does not need 10mm cable, 4mm will do.

The in-rush ( start up ) current of the motor(s) and resultant voltage drop must be considered when sizing the cable. While 4 mm² might be adequate to supply the system it may not be adequate for start up. This would result in motors taking longer to reach operating speed and this may increase wear on motor(s) with the result that operating time before repair is reduced.

Supply from house NOT protected by RCD and depending on risks maybe two RCBOs in the garage.

If that is a problem you should have battery backed emergency lights as power cuts can happen at any time.

A good idea for both garage and house. Stairs should have an emergency battery backed lamp.
