No need. We already have plenty of criminal offences that will do just fine.

We don’t need restraining orders issued by the back door, abused by the issuer and ignored by the criminal.

Bus - yes. The franchise currently decide service intervals and routes. That aspect shifts to the councils. Reasons drops in route miles etc. ;) And I hope a reduction in near empty buses.

Council decide service/route. Bus companies bid to run. My guess is they won’t bid to run the s*** ones. Then what happens?

Councils bundle the routes, some s*** ones with some good ones.
Tenders are invited for a bundle of routes.
 
So basically people on the busy routes subsidise the fares of people on the empty routes.
 
I’m not suggesting I’m against the idea. Though I question the ability of the public sector to analyse the data and come up with good/needed routes.
