Thanks for the replies and discussions, all. Here's a couple more photos showing the offending pipe coming out of the top of the box.
There's definitely no penetration into the cavity. The pipe continues up the wall, bends right and goes along about a meter then enters through a sleeve straight into the boiler cupboard on the 1st floor.
The meter box is in excellent condition.
BTW I'm aware of the earth bonding issue. ( It *is* bonded, but it's inside the house, and too far away from the meter.)
