I suspect it's the younger generation who will choose which channel or media device they subscribe to. Whereas the older generation, who are more likely to be the avid BBC audience, don't have a Sky or iPhone subscription. Their choice will have to ne food, fuel or the BBC.

It isn't meaningless, it's another way to describe the concept of a dominant culture within an organisation.
Think of it like, suppose the 'group-think', 'the dominant culture' is that the man at the top thinks it's OK to flout the rules, and others below the top man follow his example, and so on down the hierarchy.
