Nobody has said that all the Palestinians killed, and all the Israelis killed, were non-combatants.

Israel don't try to keep track of combatant deaths within the total death toll, they just assume all men are combatants and trust the Gazan health ministry stats.
Hamas' military wing keeps track of their losses but don't publicise them often and they're not very reliable.
The reality is that no one knows how many Hamas combatants have been killed. Israeli guesses are utterly stupid though.

Hamas's militant wing have said something like 5,000 fighters have been killed. But those aren't from the Gazan health ministry figures and they're about as reliable as the IDF.
On the other hand the military figures don't require a body, so anyone killed when a tunnel collapses can be counted, even if they won't appear in the health ministry stats.
According to the IDF, yes. At that point every male is a Hamas soldier.
