Boiler blocked for servicing?

Hello, I have a question about boiler servicing. I've had an engineer called out for a service who said that they can't service the boiler as they cannot access the top of the boiler and it's covered up the "flue" which goes off the boiler. Is this correct and will the cover need to be removed totally for the boiler to be serviced? It looks glued on and not removable unlike the bottom pipes which have a door for access (see photos).

Any help is hugely appreciated, thank you!

Regardless of mi’s, it’s a flue in a void, which falls in the scope of current gas safe regulations. That looks removable imo as there’s a line in where it meets.
 
If you knew he was coming to service it, remove all the stuff underneath it and make sure there is access to take the boiler cover off. Yes the flue has to be inspected and the flue gas analysis (fga) test point is usually on the top of the boiler on the flue elbow. Make that panel easily removable for testing and inspection. Access to the gas meter required aswell to gas rate the boiler. How many people load up the gas cupboard with ****e! Mi's and previous service history of boiler are a big help aswell. Come on, meet us half way. We are experienced people who want to give you best service , not jump through hoops first. We want to leave your boiler in the best possible safe working order.
