As far as I can make out, they say that because they think it deflects criticism. It doesn't. It is no excuse for discrimination or abuse; nor even for derogatory newspaper articles or Utube broadcasts or speeches in a Parliament or Twitter or Facebook polemics. As Ayelet Shaked should have known.

Because I say correctly that something is not racist does not mean I am in favour of racism or that that something is OK.
The Race Relations Act does not restrict itself to race. It specifically refers to "other nationalities".

You are falling into the trap.
Anti-semites (proper definition) would by definition be lying to say they are not racist, but being merely anti-jewish they would be correct as that does not make one anti-semitic (IHRC definition is wrong) - any more than being anti-catholic makes one an anti-black racist.

That's true. There is no excuse for discrimination or abuse, BUT
not all discrimination and abuse is racism.

I am not falling into a trap. Since I am not living in the 19th Century, and I speak contemporary British English, I use the term "anti-semitic" in its ordinary meaning, and not in the meaning which you would like it to have.
