Isn't it good government that knows when to tighten its belt but also know when to borrow and spend when required.

if that was true, how come the top earners have increased their earnings and wealth so much over the last 10 years, yet those at the bottom of the tree have really suffered.

You've posted that link before, and I may have mentioned before that if you read through the comments at the end of the 'blog', the authors figures are meticulously picked apart by a number of people, the author gets rather annoyed with them.

Dubious to say the least.
