Actually, you can, in the form of loft insulation, draft-poof windows and doors, insulated plaster-board, insulating plaster and thermal/insulated wallpaper.
Because it is theft and some people are as spiteful and intolerant as the regular posters on G.D.Why can't these people just get on with their lives rather than worrying about four poxxy inches.
