If he is causing a health hazard then Environmental Health have a duty to get involved and relieve the situation. Failing that, if the building becomes unsafe then the Council have a legal obligation to make it safe, and in all cases, can bill the owner for their costs.
If you are not familiar with the story, look up Haringey Council and the late Mr Edmund Trebus. That battle made TV, but Haringey won eventually, and I believe sold Mr Trebus's house to pay for the clean up and the old fella's care in his last years.
