can you make a disconnected light lead safe?

I have recently moved and found an old wall light lead, untreated and filled over with filler. Can I make it safe (it trips fuse box) without taking up upstairs floorboards?
 
Yes, but you might need to make a bigger hole! Best idea is to trace through where the cable is fed from (ceiling roses in the vacinity are your best bet) and disconnect it there (if you do trace it to a rose, connect all of the cores to earth at the rose, and twist all the cores together in the wall - if someone reconnects either end by mistake the fuses will trip but no one will be killed).
However if you can't find it's source...
Enlarge a hole deep enough to fit a 5 amp junction box into, fit the junction box to your cable, and bury it in the wall. Fill or plaster as you like.
Reconnect the supply after the filler/ plaster is dry!
I'd advise against connector blocks or crimps as the filler / plaster might get touch the contacts and plaster conduct if it gets wet.
