cant get radiator bleed valve to work

See the outer round edge, that stops your key fitting in? Its brass so easily filed away. If the square end is rounded off, mole grips will see it loose.
The complete valve assembly can be unscrewed from the rad and replaced, but that can be tricky unless you can close that rad off.

Can you file away the bit of the hexagon to expose more of the squared nipple?
As I said, the complete hexagon unscrews too, but dont remove it without isolating the rad at both valves.

Drill a 3mm hole into the top of the rad and let the air bleed through that.
Then ptfe a self tapper and screw it into the hole.
Job done.
 
Added some more pics of same rad, I can hear water running through the bottom but it's still ice cold
 
The rad has air in it and needs to be bled.
The bleed valve is covered in paint and that's stopping your key fitting.
Either scrape the paint off, or use some paint stripper to clean the crap away.
