cant get radiator bleed valve to work

Tried the paint, doesn't seem to make a difference as the actual screw head is bigger than a radkey,what sort of grips don't I need?

A smallish pair of Mole self locking grips should be fine - so long as there's enough of the square headed pip to get a hold of.

We've mentioned filing the surround down, which would expose more of the nipple.....can you do this?
The nipple plus hexagon piece will also unscrew for renewal, but there could be more than one size.....why not consider that?

Looks like he was trying to tighten the bleeder.
You can see the results in the image from turning clockwise with the screw driver.
 
If you can turn both of the radiator valves off, the hexagonal bit can be unscrewed and replaced without drama.
Plumbcenter and Wickes do replacements, and there's sure to be others.

Turn it fully clockwise....if necessary, unscrew the plastic cap and turn the shaft below with pliers (gently).
Its only TRV's that dont fully shut off when you think they are.
