You've obviously never worked on jobs where the roof had to be done in a specific way for specific reasons. Like conservation or listed buildings or other planning restrictions.
The obvious way to do it is leave the purchasing of building materials to the professionals, not buy 8 pallets and give them to the builder/roofer.
In the real world under these circumstances I have put torch on felt under a tiled roof to keep the job moving along and to keep the plasterboard from staining on the inside.
