Some cloned / counterfeit items look identical to the genuine item, to the point that manufacturers of the genuine item have to look very carefully to spot a fake item.
Some UK sellers are nothing more than a sales agent for the manufacturer of the counterfeit items. They get a big commission for selling the junk which might be shipped direct from China or some obscure "European" stock holder. The people in the UK carry no stock and can operate from a bedroom using just a lap top.
If a UK business imports dangerous goods they can be prosecuted. If a UK company sells dangerous goods they can be prosecuted. If a customer of a UK company is harmed or suffers a loss because of a dangerous product the company can be prosecuted and/or sued.
True but many internet sales to the UK do not involve a UK company. The importation to the UK is commisioned by the customer via a UK "seller" who is not a seller but a middle man brokering a deal between the customer and the manufacturer.
Obviously so Trading Standards do not have a UK company to take action against. The seller appears to be a UK business and a lot of people are misled into believing they are buying from a UK company.
