BS 7671, chapter 73, regulation 731-01-03 describes what precautions you should take when working on an electrical installation project. These require a good knowledge of the regulations including Health and safety etc. unqualified person will unlikely up to the standard of knowledge required to do the work according to the reg and safely, as well as you have to be able to do all the tests required and have the right tools for that porpuse. That's why I think that this means qualification is needed.
