That is more normal. It very much depends on the age of the house and installation though.

Yes we want more sockets as currently not enough so planning in future to put a new ring in upstairs which is reason to change board and to put garage on its own breaker

Only worried about sockets and garage being rcd
Is that because

a) you don't know what the regulations require,

or

b) you do not intend to comply with the regulations,

or

c) you don't have any concealed cables and don't have any electrics in the bathroom(s)?

I am doing the donkey work and electrician will sign it off when wired in
He's going to have a real problem if it's (a) or (b)..

Not illegal per se, but as it stands it would not comply with the Wiring Regulations, and compliance with those is the normal and easiest route to ensuring compliance with Part P, which is a legal requirement. It would be really hard to make a convincing case to say that you'd made reasonable provision for safety etc via flagrant disregard of the Wiring Regulations.

You really cannot DIY this - please let the electrician do all of it, including supplying a new CU.
 
The affordable way of doing it is getting a dual RCD board, where half the board is protected by one RCD, the other half protected by another RCD.

Many boards come loaded with MCBs. Despite a decline in quality, you may get a new MK board fully loaded.

The best way is all RCBOs, but this can prove expensive, and is not totally essential.

It's pointless, dangerous, out of date, and a waste of time fitting a board that doesn't offer RCD protection on all circuits which would nowadays require them.
 
Or you could buy 3 rcbos off eBay and potentially end up with a better design for less money
