If you installed the CU yourself and LABC came out to inspect, test and certify then if circuits were not upto standard they would not give you a certificate until any remedial work was corrected. I had a new CU installed in June this year and although I could have gone the route of notifying the LABC and installing it myself, I don't have the relevant test equipment to complete the tests prior to swapping the CU. It wasn't much more £££ to have a spark come out and do the CU swap, inspect and test while changing it and self certify it. I would have also had to pull the main fuse so in the end I just got a spark to do the work.
