There are ways of securing pots without having hand rails. Even grobags could be used?
Personally I think a balcony/chill out area is unlikely to fly

Getting access to a flat roof and safely looking after a few plants that soften the view is possible

A). Gro bags No. Planters, yes perhaps

b). I do not want or need a chill out space... just a place for plants
