Dry radiators not heating (Ed.)

Hello
Any advise mosr welcome .
Have gadb3 plumbers over all are stumped.

I have a top floor flat and have not heating .the rads dry no water in them.
The plumbers are stumped on how to get water I the system to my flat .
The other flats have heating just mine without

Can you start by stating what type of system you have? Is it communal flats with a boiler house?

Yes it's communal a converted house into individual flats with a boiler in the basement. The other flats have heating just not mine at the top.

Somebody else has closed a valve somewhere, but would have thought a plumber or 2 should be able to identify.

Do you rent or own ?
 
What fills the system? Is there a feed and expansion cistern on the loft/high up somewhere? Should be pretty simple to track down for someone on site.
 
Not a plumber or heating engineer but you probably need to give more information. Is your flat's heating system self-contained, i.e., you have your own boiler to provide the heating or is it a communal system of some sort? And if you do have your own boiler, what is it, e.g. a combi, or do you have header tanks and cylinder etc?

I know should be easy enough but cant find the feed or expansion tank .each plumber is stumped

No boiler I the flat .a communal boiler in the basement. Cylinder tank in the flat and water tank above it .
No expansion tank and the diverters are ok .

So the boiler serves 4 flats mine at the top .

Do you know if there’s a heat interface unit anywhere? I think there should be a filling loop. How will you be paying for usage?
