Every one of the (4) central heating systems I have inherited in recent house moves have had problems and not had a filter installed. So not surprisingly, things have got blocked up, and have not worked reliably. So why didn't the professional installers fit filters to these systems?

Heating systems do not generally get blocked up due to the absence of a system filter. They get sludged and blocked because of poor design/installation and lack of maintenance. Filters may help to keep a good system a bit cleaner but they won't stop a poor system from sludging up.
