they are absolutely terrifying on minor roads - they just do whatever they like
 
You could say the same for mopeds, horses, bicycles.

btw you are mistaking high speed tractors with standard tractors.

most can't go more than 20mph.
  • Width under 2.55m = Max speed 25mph/40kmph
  • Width 2.55m and over but under 3.5m = Max speed 20mph/32kmph
  • Width 3.5m and over = Max speed 12mph/19kmph

You have to be a bit dim to drive a normal car through flood water. Do they look at snorkels on 4x4s and think - what's that for?

To avoid pulling dust kicked up by the tyres into the intake, apparently. Took Mrs filly on a land rover tuition day and after going through a water trough I asked what the max depth of water is safe, he said roughly 60cms, He laughed at me when I asked how much deeper you could go with a snorkel.

They should also not be allowed the road unless they wash and clean the mud off the tyres first.

Clearly not, but why not drive the tractor sufficiently slow enough to prevent harm to other people? I am not suggesting that the driver was intentionally doing harm, but he did.

Tractor had no need to go at that speed just some young farmer out to get some likes on his socials. The shop keepers should definitely claim if there is provable further damage.
 
A few years ago a tractor towing a slurry tank fired up the sprayer whilst driving through town, how everyone laughed
