How the hell do you get there from my comments? I object to people making stuff up in general. That includes you as well as asylum seekers.

Also, your source says passport, not ID. Some of those 98% who lack passports will have other forms of reliable ID.

The telegraph claims that people smugglers encourage destroying ID to get on, but I don't know if that's true for everyone or just some groups that are trying to abuse the system.

Let's remember that the UK is unusual in having so many people with Passports at 86%. The US is around 40%. France is around 50%. India is 7%. I'm not sure if Afghanistan even issues them in meaningful numbers. It's hard to destroy a passport you've never had.
