So yep water is a very important factor in climate change . What bit are you struggling with about a country safe guarding it possible future needs if the climate get hotter

Water Vapour is the biggest contributor to the 'natural greenhouse effect' and varies the most in the atmosphere. Cold air can hold little water and so the atmosphere over the polar regions contains very little water vapour. In contrast, air over the tropics is very humid and the atmosphere can contain up to 4% water vapour. It is this 'positive feedback' that makes water vapour important in climate change as a small increase in global temperature would lead to a rise in global water vapour levels thus further enhancing the greenhouse effect. Human activities have little impact on the level of water vapour in the atmosphere.

The water vapour adds a positive feedback to the amount due to greenhouse gasses and that increase the heating effect. More vapour can also means more rain and misty skies etc. It's a complex subject. Land for instance can get hotter so the air can contain more water vapour due to that aspect rather than it falling as rain. On the other hand it can just build up and create a lot of rain at some saturation point or due to air circulation move to an area where it will rain eg further north. The vapour is being fed from the oceans all of the time.
