The independent report into this will have a narrow terms and purview and will be headed by a partner of the law firm that was advising the Government on the loans.

Andrew Cumpsty sits on the Government’s Advisory Committee on Business Appointments (Acoba), the group that polices appointments of former ministers and civil servants to jobs in the private sector to guard against conflicts of interest.
