H and S gone mad

Remember years ago when a bag of cement weighed 50 kilos and then they changed it to 25 kilo bags?. A lad on a site we were working on thought this was a great idea as it would make his labouring job a lot easier. The cement delivery arrived on site and he proceeded to pick up and carry two of the new 25 kilo bags, he wasn't the brightest lad.

And here is now :)

Men in hardhats, harnesses and hi-vis in South Street Square this morning.
A cherry picker, with two men in the basket, safely attached.
The said basket then rose 4ft - yes 4ft - into the air so they could attach a hanging basket to a pole.
I wondered how much a cherry picker cost the taxpayer to hire per hour.
If H&S has gone mad- what has caused this?

Perhaps uncrupulous law firms with their no win no fee offer to get people to make claims.
 
It’s inconsistently in H&H that’s perplexing, often it’s down to different departments with different approaches.
