Hang on, the picture in post #4 isn't of "Golliwogs", but the press ones are of them, and they use the term.

When I was young Robertson's produced a collectable "orchestra" of them, which we discovered in mother's house.
We took a few hundred quid's worth of stuff to the charity shop which they were grateful for, but not the fur coat, or the Golliwogs. (You don't see them on ebay either). They're both bloody offensive, now.

One of our neighbours, when I was a kid, had a dog that would always go for any black people that walked passed his house. Apparently when the dog was a puppy if it p*ssed on the carpet he would batter it with a gollywog.
 
Is the doll offensive or is it just the name of the Doll?

It's pretty clearly a crime, but nothing says it's a hate crime.

For example: Beating someone while shouting racist abuse at a person is a hate crime and ABH/GBH. Beating someone while saying Manchester City suck is not a hate crime, it's just run of the mill ABH/GBH. Was the graffiti targeting some ethnic or other formally protected group?

Attacking a person or a persons property because you don't like their beliefs/ideals/way of life is a hate crime. There is no proof they are racists, unless I missed the court case and verdict from the police investigation.

No it isn't. Its a technical term and that's not what it means. The criteria is quite narrow.

Any criminal offence which is perceived by the victim or any other person, to be motivated by hostility or prejudice based on a person's race or perceived race; religion or perceived religion; sexual orientation or perceived sexual orientation; disability or perceived disability and any crime motivated by hostility or prejudice against a person who is transgender or perceived to be transgender.'
Someone spraying graffiti on your property because they think you're a racist isn't a hate crime. It's just a normal crime.

Yes in the same way if you intend to blow somebody's head off miss and get an innocent bystander.
