Heating boiler coming on when cylinder stat low

My electrician can't sort out my heating problem.

With the programmer set to heating and water both off the bolier still has the ON light illuminated and will fire up.

I've noticed that if the cylinder stat is turn up high terminal 2 is live and C & 1 are not and the boiler is not live. With the cylinder stat turned down low terminals 1 & 2 are live and C is not and the boiler is live. Can you help identify what the problem might be?

The cylinder stat is a Honeywell L641A1039.
