I doubt it will be split conc, the service head is far too old. It will be PILCSTA, just with no earth at the consumers end.

True, but in this case it sounds as if the DNO have "refused to have anything to do with the earth" (seemingly probably on the basis of a photo?) - I would have thought most probably because they know,think or believe that it is not one which they 'provided'. Is that not the case?

High earth reading

Hi everyone I need some advice So my meter was making a arching noise and I called out UK power network . Engineer said I have a very old dial meter which needs changing . When he done his tests he said my earth reading was high 2.35 but they can't do anything about it as I have a Tenby...

Seemingly not.

I would call the DNO and report sounds of cracking from the existing head - that would get this resolved
