Hole in roof

Can anyone tell me is this hole ok or not. I was told it’s an air vent a long time ago but when putting Xmas decs back I have noticed damp on insulation and the black stuff (don’t know official name possibly membrane?!!!) is under insulation is damp also. We have just had days worth of snow on the roof…what’s your thoughts please guys.

Id hazard a guess it’s a loft hatch. Check roof for broken tiles, and for tears in the felt, are the rafters vented
 
Yep, definitely a hole, but it would be an ex-hole, if the lid were put in place!

Seriously - I can see a glimmer of daylight, so there is an issue with the tiles.

Go in the loft, and poke something out through the tiles where you see daylight, now go outside and look at the roof, to see is you can spot the item.
 
Is that the moon?

If light can get in so can water that explains why you are getting damp on the insulation. Go into the loft, grab a torch and a phone and take a picture more closer.

It depends how/where the light is getting in, light can getting via the edge of tiles, shining up, but if that rather bright looking item in the OP's photo, is seeing sky, then it will allow rain to enter.
