The obligation to comply is on the organisers and attendees - it's as simple as that, you've seen the text. They notify in writing, the police respond in writing and thats the end of it. Comply or commit an offence.

Somebody has to inform the public, and there's no obligation on the organisers to do so.
It's pretty obvious that if the public are not informed, they can plead ignorance.
Sure ignorance is no defence. But when the restrictions are temporary, they need to be communicated in order for the public to 'ought to know'.
If there's no obligation on the organisers to inform the public, and the police don't publicise it, I very much doubt if there would ever be a successful prosecution.

So it is publicised, it's on just about every news item. It's mentioned in every article covering the march.
Whether it's covered by leaflets, or loudspeakers, I don't know.
But it is widely publicised by the police. So stop denying the blatantlly obvious, based on your perverse interpretation of the law.

March restrictions being publicised, trans rights to use toilets, RNLI rescuing people in trouble, vandals destroying public property, exceeding speed limits. Those are just the issues I'm aware of.

A breakaway group of about 150 people from the pro-Palestinian demonstration have been detained, the Met Police has said.
The group were firing fireworks and many were wearing face coverings, the force said.

Detained doesn't mean arrested and that isn't bad out of 300,000 marchers. It will be interesting to see if any are prosecuted.
