Yes, turning the bottom valve handle horizontal will indeed allow water to flow to the dishwasher, BUT it will turn off the water flow to the washing machine. The arrangement of the valves that your"plumber" has fitted cannot supply water to both the washing machine and dishwasher at the same time. The 3 way lower valve needs to be replaced with a T-piece and a 2 way valve feeding the dishwasher should be fitted to the branch from the T-piece
I would strongly disagree with this.
It isn't a three way ball valve, it is a washing machine tee, with a specific thread for the hose (see post #7).
Aside from that, with the information given previously, it should be very simple for the OP to find out if both outlets are receiving water.
 
OK, I may stand corrected then, but the lower valve in the OP's picture appears to have its handle centred over the main through pipe and not on the T connection as in your valve picture. Maybe that's a trick of the camera angle, but I'll wait to see if the OP does get water to both dishwasher and washing machine when he turns the lower valve handle to horizontal
