Quite so. There's obviously an analogous way in which one could eliminate all deaths and injuries due to electric shockAgreed. I believe on speed awareness courses they tell you a lower speed is safer than a higher one, KE proprtionbal to V^2 and all that, but that logic applies all the way down to zero speed, and as you say, in real life there has to be a compromise.
