basically my boss wants me to wire a steel frame pre fab 1940s house

and fly over the top of the steel girers/joists unprotected and only 30mm max from the floor board .

That may be so. Would that be classed as a 'safe zone'?
I'd probably called that outside the zones.

However, it is not possible in a 'normal' property (wall cavities no longer being an option).
You'll get the odd one where an extension's been built and the wall wouldn't possibly be insulated. Also, presently I'm studding out the wall between the garage and the kitchen to insulate it. Once that's done all the cables for the kitchen will run behind the insulation and away from any zone requirements.

Would you consider burying a cable >50mm in the mortar and routed (zig-zagging) around the stone (of a stone wall) to be good practice?
