However, when they target the person in question and indiscriminately harm completely innocent individuals in the process, it makes them an even lower level of scum than they already were.

And what? So you've been waiting to target someone for x weeks/months/years and you find out they're in a place surrounded by innocent people. So you make a decision to go for them anyway and if x innocents get hurt/killed in the process then so what?

Although we need to be very careful not to look at the past through rose-tinted glasses (criminals through the ages have committed heinous crimes and no doubt used family members as bait etc) I do think it's valid to say this type of indiscriminate violence wasn't as widespread. Ok these folk are scum with zero moral compass, but to drive past a group of people and start shooting knowing it's possible/probable innocent people will be injured or worse, I mean come on.

If caught, and if proved no coercion was at play against the perpetrator, if they kill an innocent person I'd give them a whole life tariff.
