If, as seems to be what we've been told, measurements showed that there was no continuity across the thermostat when it was set to a temperature above the prevailing ambient, then that surely makes it a 'duff thermostat' - and that's both the start and end of the story?
To find two thermostats which were seemingly both 'duff' in this fashion is obviously very bad luck - but not necessarily a (extremely improbable) 'co-incidence', given that they both came from (probably the same branch of) Screwfix in quick succession, hence very probably from the same manufacturing batch.
The quality of thermostats today is absolutely dire (along with immersion heaters). It is no surprise that they don't work out the box.
