Insulation Resistance

An insulation resistance tester needs to be able to supply an output of 1mA at the required test voltage?

Can someone please tell me why.

I've checked all my books, including GN3, Regs, OSG, and I can't find the answer to my querry

An effective test for insulation can only be made if the output voltage is maintained by the instrument
 
i'd guess for testing bad insulation ;)

1ma at 500V would be 500K which i belive is the minimum allowable by the regs. so it makes sense that the instrument should be accurate down to that value.
