I had a series of panels all with keyed turn buckles using the key type which can be left in place.
The Plastic version of these keys will hold in the panels. Some panels looking like yours had plastic keys removed others where inside of panels complied with IP rating had the plastic key left in.
I was given a very good telling off by HSE and instructed all keys must be removed or people could swap keys and enter panels which did not have the correct degree of protection.
1mm is not that big for a wire to enter from above so if a terminal screwdriver can enter the terminal from above it does not comply.
