To POW camps yes, and a large percentage did resch the prisoners.
But not to concentration and extermination camps. The un-armed Red Cross observers were restricted in where they could go and if they did arrive at an extermination camp they would be shown a "happy barack" of privilaged prisoners who would have been shot if they had voiced any complaints. It is not impossible that Red Cross observers who had seen too much would be among those who "died under Allied bombing raids" while travelling through Germany.

Survivors are normally those who were taken into a camp and left it alive at the end of the war. Many of the "new" survivors you mention are more accurately those who escaped before the Nazi began the extermination program.
