Yes my expectations were a little high, I didn't expect to have to re-train them after every tea-break.
I stopped using the job centre a couple of years ago, and I have discovered that the best way is to get someone through a job agency. If they are no good you only pay for a day or 1/2 day, if they are keen then you offer them a job on the books (the job agencies don't approve of this approach, by the way.)
