Leaking waste pipe under toilet

I discovered a leak from what I think is the waste pipe under this stupidly fancy toilet in our guest WC that appears to have been put together by a tradie who forgot their specs. Whenever the flush is activated a small stream of water forms next to the flexi waste pipe here:

The leak could also be coming from the feed from the cistern to the toilet, I’m not sure. I’m not smelling a foul waste smell.

I tried to isolate the cold water supply by turning a couple of taps in the attic next to the cold water tank however this didn’t seem to work so I stopped the ball-cock thingy from dropping by tying it with string.

The top panel of the box of the cabinet comes off easy but you can’t remove the bottom part without taking out the toilet, which is secured in with 2 of these bolts to the metal bracket (the toilet itself doesn’t touch the floor ie it floats):

I tried taking off the nuts and pulling out the toilet but the feed pipe is stuck into the toilet with what appears to be sealant so I’m a bit stumped.

If I could properly isolate the supply I could just take it all apart and put it back together properly but I’m not sure if I’m going about this all wrong? I’m a competent DIYer however my plumbing experience is limited so any advice is appreciated, even if it’s just ‘call a plumber’.

Looks like there is a hole in the pan connector.
The water supply isolator is close to the floor.
Is it fed with mains cold water ? Close off the mains stopcock to establish if it is.
The upper blue panel that holds the push button is removable . Looks like it should just pull out towards you.
The lower ,larger,blue panel should also be removable ,sometimes by pulling it upwards , any silicone must be removed first ,(if the pan is stuck to the panel with silicone)

Where do you see a hole? Is the pan connector what connects the pipe from the cistern to the pan?

When I said sealant I meant it looked like the pipe connected to the pan was stuck together using sealant of some sort but I could be wrong!

Not sure if it’s mains or not I’ll test at the weekend.

The pan connector is the large ,approx 4 inch diameter, flexible , white coloured " ribbed" pipe that connects the WC pans waste outlet to the soil pipe in the floor.
The pipe that joins the cistern of water into the back of the wc pan inlet is the flush pipe.
What appears to look like a hole in the pan connector ,is on the right hand side ,very close to floor level ,and appears as a small black area in your first picture.

Gotcha thanks - how are flush pipes and pan connectors normally connected to the pan itself? Are the easy to disconnect and refit?
 
Flush pipes have a rubber cone , which the pipe is a tight fit into ,and the cone is a tight fit into the wc pan inlet.
Pan connectors have a built in rubber seal that fits tightly around the WC pan spigot ( outlet ) at one end ,and a multi finned rubber seal at the other end that goes into the soil pipe in the floor. Pan connectors ,once fitted and subsequently removed ,are best replaced. Its not really difficult to fit either of them to be frank.
