Imagine the scenario;
A small family car travelling at
40mph in the
left hand lane of a motorway.
In the
centre lane another car travelling at
42mph as he overtakes the first car.
In the
right hand lane
a convoy of cars flying past at
70mph
No problem with that, everyone is moving along and the traffic is flowing.
However, you may ask, "Where are the usual glut of lorries and HGV vehicles that are not allowed to use the right hand lane?"
STUCK BEHIND THE PIL LOCKS DOING 40MPH IN THE TWO INNER LANES THATS WHERE!
Motorways were designed for fast travel between points. If you want to travel at 40mph on a motorway then do it in the left hand lane and preferably at a quiet time of day, i.e. late evening, during the night or the early hours of the morning before the rush hour traffic starts to build up.
If you don't have the confidence to drive at a safe speed in rythm with the rest of the traffic then take some lessons with a qualified instructor who will teach you how to drive in safety.

It also states that you must not exceed the speed limit for the road you are travelling on - so is it OK to sit on 70mph as no-one can legally catch up with you - so you can't be in the way.
If you are travelling at 70mph and everyone else is travelling at 70mph then there is no need to be in the centre lane as no-one would be overtaking anyone.
