If having an unseaworthy boat and needing rescue was a crime, every sailor who has ever needed rescuing could be said to be at sea in an unseaworthy boat.

They are advised to dump / get rid of any pass ports and such paper work before landing in the UK

Thye need those documents, if they exist, to prove their claim for asylum.

But as i've said before, many asylum seekers escape their country of origin without any documents.
If you intedn on fleeing the country through persecution, etc, it would,be daft to alert the government by applying for a passport.
And in times of war, etc, administration of such docuentation tends to be forgotten or dismantled.
