My understanding of the Council Policies approach to council houses are that they must be self-financing.
That does not include capital for building new houses. But as far as revenue is concerned (Normal Income & Expenditure to Dickydoodies) IIRC, it must, by government law, be balanced.
So council tennants are not susdised by the tax-payer (any local or national tax), other than the initial cost of construction.
