Of course it isn't valid. Even if IFF data didn't correctly identity a police radar gun, and even if the vernacular of the letter's content weren't all wrong, the idea of a Tornado missile system needing manual intervention to prevent launch over a peaceful homeland is too ridiculous for anyone to believe.
