Clearly context is everything. There is previous information. Ellal clearly referred to Boris, and a simple search of news articles reveals BJ's relevant comments about that time.That’s the opening post of a thread so there is no previous information to link. Ellal is warning of, maybe even threatening, civil unrest. So maybe your question would be better off aimed at him.
Ellal's comment was in response to BJ's opinion (while he was Foreign Sec.) about civil unrest breaking out in the event of TM's deal being accepted.

Thus ellal was not suggesting civil unrest, but was complaining about the possibility of it as suggested by BJ and the possible affects to everyone.
Therefore the quoted post of ellal's was either an intentional misrepresentation of ellal's opinion, or an accidental misunderstanding of the context.
