No, this again shows the length of preplanning involved in spaceflight.
This story was released on 17th December, mentioning the delay that I've already talked about - the battery issue with the new Dragon capsule.
The Crew10 mission was originallky scheduled for early February, but this report states a push back to March.
In the end it was looking to be a mid-April launch, had it not been for the repurposing of Dragon Endurance.

And under trump the united states stock market reached its highest level ever but dont let that stand in your way
I would imagine what happened is that Musk had a plan, but NASA told him it was silly. Like his plan for rescuing the children in the caves. Or NASA might have told him that no "rescue" was even needed. But because he can't accept being told no, it has festered and festered. He will also have seen it as a lost chance for public adulation.
