Looks to me like they've got a bloody cheek! Have you opened the lid to see what's underneath, seems a bit odd, if they've fitted a chamber then I'd expect outgoing pipework. I cant tell from the picture, have the blocks behind it towards the garage door been lifted and replaced?

You need to get in the skip and recover those blocks in the first instance.
