OK, so by the looks of it, he checked all the outlets and marked it as ranging from 12L/Min to 5L/Min, that would mean that at least one outlet is producing 12L/Min @ 31deg rise, I assume the 5 was at the bathroom.
Do you know the type (code) of the new 100W you have? There are 3 combi types. If you say you have the 35Kw version then it has a peak HW delivery of ~17L/Min @ 30Deg K(deg C) rise. Given the DeltaT rise marked on the benchmark then it's reaching it's delta but not it peak flow. The amount of HW you should be getting is either down to the size of boiler or the pipework/outlets. If your highest output is 12l/Min, with a 17L/Min mains flow then it's not getting anywhere near that.
Looking at the gas pressure (if that's a working reading) then it looks OK and shouldn't be the reason for the lack of HW but the gas rate seems pretty low, certainly for the 35Kw at max rate. Would certainly say it needs some investigation (Check you actually have the 35Kw boiler, should be on the data plate if you can find it without removing the cover) but it should really be the installer that is doing it. I am surprised that he didn't point out that the HW delivery was no where near where the 35Kw should be.
